The Verified Organization process requires participating organizations to provide a government-issued ID from one of the countries supported by OpenAI’s API. It’s worth noting that an ID can only be linked to a single organization every 90 days, and not all organizations may qualify for verification, according to OpenAI’s guidelines.

OpenAI emphasizes its commitment to responsible AI use, stating that while the majority of developers use their APIs correctly, a small number do not adhere to usage policies. “At OpenAI, we take our responsibility seriously to ensure that AI is both broadly accessible and used safely. Unfortunately, a small minority of developers intentionally use the OpenAI APIs in violation of our usage policies,” notes the support page.

A report from Bloomberg indicates that in late 2024, allegations arose surrounding a group associated with DeepSeek, a China-based AI laboratory, which was suspected of extracting substantial amounts of data via OpenAI’s API—a potential breach of their usage terms.
In response to such threats, OpenAI blocked access to its services in China last summer.
